At IU, why isn't Numerical Recipes installed on any of the central systems?

Numerical Recipes is a book about numerical computations, including source code for programs. According to the license statements in the book, anyone can type the code in by hand and use it on a shared system; however, system administrators cannot add it to a central system without purchasing a license.

Other scientific/numerical libraries (e.g., GSL, ESSL, MASS, and NAG) are available.
